In line with the OCFS-funded after-school and out-of-school-time initiatives, all activities of the SATARC must reflect the following best practices to assist programs in educating students and promoting their development to become healthy, safe, engaged, supported, and challenged:

  • Utilize a positive youth development (PYD) approach.
  • Incorporate the National Afterschool Alliance Key Principles for Expanding Learning.
  • Encourage all programs to focus on student strengths, engage youth in their communities, and promote positive outcomes for youth.
  • Be evidence-based and grounded in research.
  •  Incorporate continuing evaluation, identification, and implementation of improvement strategies for the work of the SATARC.
  • Provide high-quality professional development, technical assistance, and support to OCFS-funded after-school and out-of-school-time programs.
  • Assist programs in coordinating and aligning their after-school and out-of-school-time activities with their school district’s day programs, schedule, and practices.
  • Establish organizational supports and policies that assure the SATARC’s success – i.e., leadership, broad participation of stakeholders, adequate time and resources to meet the SATARC’s responsibilities, and alignment with the requirements of approximately 175 OCFS-funded after-school and out-of-school-time programs.
  • Support the involvement of families and communities as partners in the OCFS-funded after-school and out-of-school-time programs.
  • Ensure that TA and professional development products and services are developmentally, culturally, and linguistically responsive to the needs of the OCFS-funded after-school and out-of-school-time programs, the students, and their families and larger communities.

Scope of Work: The selected vendor will provide training in Restorative and Conflict Resolution Practices: Provide training and consultative support to sites implementing or interested in implementing tiered behavioral and restorative support systems.

Responsibilities include:

  • Conducting virtual trainings on the following topics or similar (at least 30 hours in Years 1-3, 10 hours in Year 4, and 3 hours in Year 5): 
    • De-Escalation Strategies and Skill Practice
    • Effective Language for Redirecting and Preventing Power Struggles
    • Foundations of Community Building Circles
    • Nurturing Classroom: Building Predictability and Trust
    • Supporting the LGBTQIA+ Community
  • Provide one in-person training at our Annual Conference held in Albany in the Spring of 2026, and one at each of the following Annual Conferences for the remainder of the contract term.
  • Providing consultation to program sites on adapting supports to local context
  • Creating or curating resource materials and toolkits
  • Contributing to SATARC reporting and evaluation processes
    Ensuring all work supplements, and does not supplant, local expenditures in compliance with OCFS rules

  • Analyzing statewide, aggregated program data (with OCFS approval) to identify trends, challenges, and promising practices to inform improvements at the programmatic, agency, and statewide levels
  • Developing and delivering training and technical assistance to support OST programs in the following focus areas:
    • School-community partnerships
    • University-community collaborations
    • Family engagement strategies
  • Hosting and facilitating workshops or coaching sessions to build the capacity of program staff and leadership, including opportunities that are open to SATARC-affiliated grantees
  • Contributing to the development of resources, toolkits, and implementation guides that support effective cross-system compliance and operations
  • Collaborating with SATARC staff, OCFS, and other TA providers for publicly funded afterschool programs to ensure coordination, avoid duplication of efforts, and maintain consistent, accurate guidance across the system

  • Utilize interactive, culturally responsive, and linguistically appropriate facilitation techniques.
  • Hold or obtain a New York State Training and Technical Assistance Professional (T-TAP) Credential) certification in School-Age Child Care within the first 90 days of subcontract execution.
  • Collect participant feedback and provide post-training follow-up or resources as needed.

    • Assess current data management systems used by the Network for Youth Success and its partners.
    • Develop and implement a strategy to align existing systems or recommend new solutions that fulfill OCFS reporting requirements.
    • Facilitate collaboration across partner organizations to ensure data interoperability and standardization.
  • Reporting Capabilities
    • Configure or support a system that can generate:
    • Customized reports (e.g., technical assistance by site, professional development by site, etc.)
    • Summaries and user-defined reports with raw data downloads and filter options across all variables
    • Enable real-time or scheduled reporting as required by OCFS.
  • Raw Data Delivery
    • Provide raw data exports in accessible formats such as Excel, CSV, or fixed field format upon OCFS request.
    • Survey Support
    • Develop, deploy, and analyze surveys, including:
    • Pre- and post-assessments
    • Frequency analyses
    • Multiple response frequency analyses
    • Descriptive statistics at the program level
  • Compliance 
    • Ensure the system remains compliant with OCFS requirements and adapts as needed based on updates or feedback.

Scope of Work

This is not a direct hire position. The awarded organization will employ the Program Specialist and provide necessary administrative and supervisory support, while the role’s day-to-day responsibilities will be coordinated in partnership with the SATARC Program Director. The Program Specialist will support the implementation and continuous improvement of high-quality expanded learning programs for youth. Under the supervision of the Program Director, the Specialist will focus on monitoring, technical assistance, and professional development activities to strengthen program delivery across the SATARC region of Western New York.

Primary Responsibilities

  • Program Monitoring & Quality Assurance
    • Conduct regular reviews of program implementation across funded sites to ensure alignment with OCFS requirements and quality standards.
    • Document observations, identify areas for improvement, and provide follow-up support to programs.
    • Support the collection and use of data to inform program quality enhancement.
  • Technical Assistance
    • Provide tailored technical assistance to OCFS-funded after-school and out-of-school-time programs, with a focus on compliance, program design, and continuous improvement.
    • Maintain regular communication with assigned programs to identify challenges and offer solutions or resources.
    • Share promising practices and relevant updates from the field.
  • Professional Development

The awarded organization will employ the Data Specialist and provide necessary administrative and supervisory support, while the role’s day-to-day responsibilities will be coordinated in partnership with the SATARC Program Director. The Data Specialist will serve as the designated Data Monitor for OCFS-funded after-school and out-of-school-time programs under the SATARC initiative. This full-time role (35–40 hours/week, 12 months/year) will lead the data strategy across the region, ensuring strong data systems, high-quality data collection, and effective use of data to drive continuous program improvement. The Data Specialist will report to the Program Director.

Primary Responsibilities

  • Oversee the collection, validation, and management of all required data across OCFS-funded programs.
  • Support implementation of large-scale data systems that serve multiple sites and user levels.
  • Ensure compliance with OCFS reporting requirements and deadlines.
  • Provide hands-on technical assistance to partner organizations and site staff on data entry, reporting tools, and data interpretation.
    Deliver trainings and develop user-friendly documentation to strengthen regional capacity in data use and analysis.
  • Serve as a point of contact for troubleshooting data-related issues and supporting end users.
  • Generate custom and routine reports, including pre/post assessments, attendance, family engagement, and demographic analyses.
  • Support the use of disaggregated data to inform program decisions and quality improvement efforts.
  • Translate data into actionable insights for internal teams, partner sites, and funders.
  • Coordinate with the Program Director and fellow Program Specialists to ensure data insights inform technical assistance and professional development.
  • Collaborate with software vendors, CCCN’s IT partners, and OCFS representatives to maintain and enhance data tools and infrastructure.

Qualifications

  • Minimum of a Bachelor’s degree (advanced degrees preferred).
  • At least five (5) years of relevant experience, including:
    • Working with large-scale software applications across multi-site systems.
    • Managing youth development or education-related program data.
    • Supporting continuous program improvement using data analysis and reporting.
  • Strong understanding of the expanded learning and child care sectors in New York State.
  • Proven skills in data visualization, analysis, and secure data management (Excel, CSV, dashboards, etc.).

Scope of Work

We require a system that can: 

  • Maintain all necessary data privacy standards in alignment with OCFS requirements 
  • Store data and generate reports for OCFS-funded after-school and OST programs that include quarterly data reports with site- and program-level data that can be transformed into statistical reports; 
  • Provide SATARC-level customized reports and summaries by site, program, region, or state-level
  • Provide user-level reports allowing data summaries that can be filtered for specific values across variables. 
  • Allow programs to upload and store documents, and is capable of using electronic signatures. 
  • Offers attendance options including QR codes, barcodes, paper printouts, and online data entry, and the system creates group rosters. 
  • Collect, store, and provide access to all requested student and program-level data elements, including but not limited to: profile data, program and site-level staffing data; transportation and activity schedules; demographics; and family participation data linked to youth participants. 
  • Ensure data is accessible via Excel and CSV files and can be shared with OCFS upon request. 
  • Can also facilitate parent and guardian communication, with mobile-friendly forms that can be translated in Spanish and other languages.
  • Allow for robust surveying capability to collect and analyze youth, staff, and family perspectives. This can include baseline assessments, post-program surveys, satisfaction data, and provide statistics on the resulting data that include frequencies, multiple response frequencies, and descriptive statistics at the program and statewide levels. 
  • Must launch within one month of contract approval.
